协商民主是20世纪80年代以来西方学术界兴起的民主理论，其核心要素是协商与共识，强调在多元社会的现实背景下通过普通公民的参与，在决策和立法的过程中达成共识，从而实现公共利益。在我国民主政治发展的进程中，既要借鉴西方协商民主的合理内核，又要基于中国的政治传统与现实，创造出适合中国国情的协商民主制度和理论体系。
協商民主是20世紀80年代以來西方學術界興起的民主理論，其覈心要素是協商與共識，彊調在多元社會的現實揹景下通過普通公民的參與，在決策和立法的過程中達成共識，從而實現公共利益。在我國民主政治髮展的進程中，既要藉鑒西方協商民主的閤理內覈，又要基于中國的政治傳統與現實，創造齣適閤中國國情的協商民主製度和理論體繫。

Deliberative democracy is the theory on democracy that arose in the Western academic circle in 1980s,the key factors of which are consultation and consensus.It focuses on citizen participation under the background of a plural society and consensus in the process of decision making and legislation,in order to achieve public interests.In the process of democratic politics development in China,we will not only use the rational kernel of such theory in Western countries as a reference,but also create our own system and theory on consultative democracy that suits current situa-tion in China on the basis of Chinese political tradition and reality.
