在政府应急信息管理过程中，媒体是政府和公众之间进行信息沟通的桥梁和工具。但媒体在政府应急信息管理中既具有积极作用也具有消极作用。政府有关部门应实施全新的媒体战略，包括：引导应急信息管理中的社会舆论，强化制度建设，整合媒体资源，遵循传播原则，从而与媒体建立起良好的合作关系，充分发挥媒体在政府应急信息管理中的积极作用。

As the bridge and tools of the information communication between government and the public in the process of governmental e-mergency management, media play a positive role in the process; however, there is also a negative effect. Therefore, the government should carry out new media strategy, including guiding public opinion in emergency information management, strengthening the system construction, integrating media resources, and following the principles of communication, to develop good relationship with media, and thus make full use of the positive influences of media in the process.
