国际经验表明,从保障生存转向促进发展是妥善解决弱势群体的有效措施,这对解决失地农民问题具有启发意义。然而,由于失地农民受教育时间短、文化程度低,要实现从保障生存转向促进他们的持续发展困难重重。补偿性教育培训有助于破解上述困难,从而使失地农民摆脱弱势地位走上发展之路。从教育公共服务均等化、失地农民自身发展以及产业结构调整升级等三个层面论述了失地农民补偿性教育培训的必要性。在调查的基础上,构建了失地农民补偿性培训的框架体系,包括基础性培训、适应性培训以及发展性培训的三大内容构架和补偿性教育培训的多主体互动与监督机制。最后,提出了完善失地农民教育培训的政策建议。

The land-lost farmers are considered as special disadvantaged groups in the urbanization. To properly solve the problems of the land-lost farmers, the focus should be transferred from guaranteeing their survival rights to their development rights. Referring to international experiences, compensatory training can improve the educational level and skills of the disadvantaged groups, and it is also an effective way to help them escape from the weak position to their development. The necessity of compensatory training can be seen from the perspectives of equalization of education , the development of land-lost farmers and the adjustment and upgrading of industrial structure. According to the features of land-lost farmers , the compensatory training mainly includes training of basic knowledge, adaptation to the city life as well as management of finances. The training organization should be established mainly by the government and the social supplemented by social resources. Finally , the paper suggests that the policy of training for land-lost farmers be improved and fund for education be set up in order to guarantee the sustainable development of compensatory training.
