Digitized army develops as the information transformation.Command and control(C2) systems are the core of the information systems of digitized army.It is a major concern whether C2 systems fulfill the wants of information-system-based combat systems.As a result,it is of important theory value and practice significance to assess C2 systems and validate whether typical effectiveness can meet the intended requirements.The characteristics of the digitized army are analyzed and a MOEs system for C2 systems is constructed.The intention and definition of the MOEs is described.Detailed algorisms are also presented.
