目前我国过大的收入差距主要表现在四个方面:个人收入差距层面、行业收入差距层面、阶层收入差距层面和区域收入差距层面,而导致这一现状的关键原因在于政府的角色定位模糊,偏离了服务型政府的根本理念,从而引发了资源分配不公,束缚了市场活力,削弱了基本公共服务的长期供给。结合国外调节收入分配的成功经验,文章认为建立科学合理的收入分配制度的关键在于革新政府服务理念。实现收入获取的能力与机会均等,破除制度藩篱;保证收入分配的机制与政策均等,强化“市场”力量;完善收入分配修正体系,规范政府行为,从而缩小日趋严重的收入差距。

At present, China' s income gap is reflected in the following aspects: gap in Level of personal income, Class income gap and Regional income gap, while the key reason of the situation is the ambiguity of government roles, it has deviated from the fundamental concept of service oriented government, which led to inequitable distribution of resources, dynamic binding of the market and weakening the longterm supply of basic public services. To solve these problems, combined with successful foreign experiences in regulating income distribution, we believe that the keys to establishing a scientific and rational income distribution system is to innovate government service concept, achieve the equality of ability and opportunity in income obtai- ning and eliminate system barriers; to guarantee the equality of income distribution mechanism and policy and strengthen the "market" power; and to improve the income distribution revised system and regulate government behavior, thereby to reduce the growing income gap.
