法律是影响战争进程的重要因素之一。文中通过分析军事利益最大化、滞后性、复杂电磁环境、现代海洋法律制度等因素对海战法带来的挑战，提出了积极参与国际立法活动、守法作战、充分利用例外性条款、灵活运用海战法规则、建立海上军事禁区等应对措施，以求为未来海上作战行动提供法律借鉴。
法律是影響戰爭進程的重要因素之一。文中通過分析軍事利益最大化、滯後性、複雜電磁環境、現代海洋法律製度等因素對海戰法帶來的挑戰，提齣瞭積極參與國際立法活動、守法作戰、充分利用例外性條款、靈活運用海戰法規則、建立海上軍事禁區等應對措施，以求為未來海上作戰行動提供法律藉鑒。
법률시영향전쟁진정적중요인소지일。문중통과분석군사이익최대화、체후성、복잡전자배경、현대해양법률제도등인소대해전법대래적도전，제출료적겁삼여국제입법활동、수법작전、충분이용예외성조관、령활운용해전법규칙、건립해상군사금구등응대조시，이구위미래해상작전행동제공법률차감。
TLaw is one of the significant factors influencing the war process. The thesis analyzes the challenges caused by factors such as military interest maximization, complex electromagnetic environ- ment and present ocean laws. On the basis of the analysis, this paper puts forward some corresponding countermeasures to provide legal insurance for the coming armed conflict on the sea, including taking part in the international legislation, battling lawfully, making use of escape clauses, applying the law flexibly and establishing military restricted areas on the sea.
