Participatory development planning as a new idea originates from the reflection and criticism of the traditional develop ment planning method. It is a combination of participatory idea and development planning tools. This paper interprets the key concepts and core theories in participatory development planning, induces its theoretical features and concludes its application possibilities as well as its limitations.
