The formation and its limitation of the golden rule land test first and sea test later,combination of land test and sea test are clarified which should be followed during the design finalization test for navy gun weapon system.The main bottlenecks that restricted the dynamic accuracy test at sea for navy gun weapon system have also been analyzed.The errors transfer formulations are deduced while the naval ship is rolling.The conclusion is feasible to carry through the dynamic accuracy test at sea under certain conditions is drawn,and that has established the basis for method research of the dynamic accuracy test at sea.
