The college entrance examination is not only an important tool to evaluate the students' academic level and learning abilities, but also has a powerful ability in social resources' allocation. In the test development for the college entrance examination, we have to take both of its educational and social nature into account and establish the concept of total quality management, the concept of guiding long-term development for education, of stability-oriented and gradual reform and taking security as the first element of management. Meanwhile, we have to pay attention to the balance of educational development, follow the scientific requirement of various subjects and treat the differences among college entrance examination candidates' performance correctly.
