目前黑龙江省在农村基础设施建设过程中水利建设能力、生态保护能力等方面都有了较大的提高，但是仍然存在公路等级不高、水利设施老化等方面的问题。通过灰色系统模型分析得知：农民收入等对农村基础设施制约因素关联度最大。应采取加大农业投入力度等措施加强基础设施的供给，促进供需平衡。

At present the Heilongjiang province has greatly improved the construction ability of water conservancy facilities and ecological protection ability and so on, which are the main part of the rural infrastructure construction. But a number of problems, such as the lower of road grade, and the aging of water conservancy facilities also exist. According to analyzing of the grey system model, peasants＇income was the night important factors to influence the rural area infrastructure construction. Some measures should be taken such as increasing agricultural input to strengthen rural infrastructure construction promoting co - ordination of supply and demand.
