新建本科院校后勤资源的配置与管理工作面临着诸多问题，如对各种后勤资源的属性及特征缺乏认识与了解；校内资产资源投入匮乏，校外资产资源介入比例过高；校内人力资源整体素质偏低，专业结构不合理等。为了有效实现新时期发展目标，新建本科院校的后勤管理者需要科学认识各种后勤资源的属性及特征，合理选择资源的配置及管理方式，适当追加校内资产资源的投入并控制校外资产资源比例，丰富人力资源渠道，战略性地配置与管理后勤资源。

Newly-established universities are faced with a series of problems in the distribution and management of logistical resources,such as poor understanding of the characteristics of rear-service resources,a shortage of investment in internal assets and high ration of external assets interference,low qualities of internal human resources with unreasonable structure,etc. In order to achieve the goals in the new stage,the managers of newly-established universities need to have a scientific understanding of the attributions and characteristics of each kind of logistical resources,and choose a proper method of distributing and managing resources. Moreover,they need to append internal assets to keep a reasonable ratio of external assets,get human resources form different channels,thereby meeting their strategic targets through optimizing the distribution and management of rear-service resources.
