根据电力系统特征,建立了电网项目投资优化模型和实施策略。制定了电网投资项目初步筛选指标体系,利用指标最大值法确定电网投资储备项目;应用专家群组决策优势,找出“理想专家”的项目优化结果,实现项目技术层面的最优排序;结合现代投资组合理论,引入资金约束条件,获得电网投资项目最优组合。

In accordance with the characteristics of the power system, an optimization model for the power grid project investment and the implementation strategy are established. The first step is to build a preliminary indicator screening system for the investment so as to use the maximum indicator calculation method to determine reserve projects. Next, the expert group decision-making method is adopted to help identify the project optimization results of the "ideal experts", so as to realize the best sorting of projects at the technical level. Lastly, based on the modem portfolio theory and taking the capital constraints into account, the optimal combination of the grid investment projects is obtained.
