以人为本是科学发展观的本质和核心。基层部队建设中贯彻落实以人为本思想,就是在党的绝对领导下,把关心官兵切身利益、关爱官兵身心健康、关注官兵自身发展摆在重要地位,充分调动基层官兵建设部队的积极性、主动性和创造性。

The essence and core of scientific outlook on development is people - oriented.
