伴随着＂公民治理＂的兴起,在传统的与公民隔绝的精英决策中融入了＂将公民考虑进去＂、＂与公民一起工作＂的新型决策模式。然而公民过度参与决策会影响到政策效益与效率的达成,在决策实践中,精英决策仍占主导地位。有效决策模型从平衡和随机性角度提出了公民参与决策的可操作性模式,既能平衡政策质量要求和政策可接受性,又能合理分配精英和公民的决策权力,对于我国形成宏观问题的决策坚持以高层精英为主导的自主式管理决策模式、中观问题决策坚持以精英和公民参与的改良式自主管理决策和分散式公民协商决策模式、微观问题决策坚持以公民参与的整体式公民协商决策和公共决策模式具有重要的借鉴价值。
