促进我国土地经营权的市场化流转是贯彻落实中共十七届三中全会精神、破解当前农村发展难题的关键。我们现行的农村基本经营制度是以农民工利益和农业生产效率的双重牺牲为代价的,农村基本经营制度改革不可能解决所有＂三农＂问题。本文在调查研究的基础上,结合信阳市固始、平桥等县（区）耕地流转工作实施的实际情况,科学分析,深入挖掘,探讨信阳农村耕地流转过程中出现问题的解决办法。
