网络化和服务化C^4ISR系统是人机结合的复杂大系统,分析了C^4ISR系统非线性、涌现性、不确定性和突变性等复杂性现象及内涵特征。从复杂系统理论角度阐述了灵活性和复杂度在C^4ISR系统发展演化过程中的关系,提出了C^4ISR系统建设在向网络化和服务化转型过程中必须引起重视的问题。

Networked and service-oriented command,control,communication,and computer,intelligence,surveillance and reconnaissance（C^4ISR） system is introduced as a human-computer complex system.The complexity phenomena and content are analyzed,including nonlinearity,emergence,uncertainty and catastrophe.With the complex system theory,the relationship between the complexity and the flexibility in the C^4ISR system evolvement is presented.Several important problems are presented during the transition of the C4ISR system into the networked and service-oriented system.
