世界各国高度重视及时准确地确定水上溢油污染源的研究,我国尚未形成国家或行业统一的油品指纹鉴定标准,也无系统的法定溢油排污点位的追踪程序、鉴别内容与确认方法。在分析国内外船舶溢油与含油废水生态危害及其开展溢油鉴定和监测工作的基础上,依据船舶设计参数,从污染源与环境监测角度研究了船舶航运及其服务活动中溢油与含油废水排污点位的追踪目标、追踪程序、追踪内容和鉴别内容与确认方法。旨在发挥海事环境监测在海事环境管理中的职能作用,为确保油源监测报告的客观性、公正性及开发遥感监测系统应用软件提供科学依据。

The countries in the world has been attached great importance to timely and accurate determination of overflow oil pollution, our country has not formed unified national or industry standard of oil fingerprint identification, also no legal systematic tracking procedure,identification content and confirmation method for oil spill pollution points. Based on the analysis of domestic and foreign ecological dangers caused by ships oil spill or oily wastewater,the development of oil spill identification and monitoring, according to the ship design parameters, from the aspects of pollution source and environmental monitoring, the paper studied the tracking targets, tracking procedures, tracking contents, identification and verification method of spilled oil and oily wastewater discharge points in shipping and service activities. The study intended to develop the function of maritime environment monitoring in marine environmental management,furthermore, provide a scientific basis for ensuring the objectivity and fairness of the oil of remote sensing monitoring system. source monitoring report, developing application software
