The concept and connotation of quality cost are introduced, and the dialectical relationship between quality and cost is an- alyzed. Seven measures for decreasing quality cost are put forward, and the balance analysis between quality improving cost and ben- efit is proposed. The practice proves that the construction quality of the projects can be improved by increasing prevention cost and improvement cost, and that the quality cost of the projects can be decreased and the economic benefit of the projects can be greatly increased by effectively reducing appraisal cost and non-conformance cost.
