近年来,随着社会经济的发展,特别是工业化、城市化进程的加快,农村房屋买卖现象已相当普遍,且愈演愈烈。由于没有一部关于农村宅基地管理方面的专门法规和对宅基地流转的诸多限制,导致出现一些＂空心村＂,土地浪费严重;隐形交易活跃和交易纠纷屡见不鲜。要治愈这一乱象,首先要出台宅基地管理的专门法规,有条件的允许宅基地自由流转,合理分配流转收益,保障农民的居住权。
