针对城市道路拥堵问题，以实现对城市道路拥堵状况评估为目标，在智能运行平台海量数据的基础上，综合考虑影响城市道路交通的各个因素，从评价指标的选取、评价标准的确定和评价体系的组成等角度叙述建立城市道路拥堵评价体系的具体方法，同时利用模糊综合评价法对道路拥堵体系进行求解，并通过实例阐述该评价方法的具体应用过程，证明该方法的正确性。
針對城市道路擁堵問題，以實現對城市道路擁堵狀況評估為目標，在智能運行平檯海量數據的基礎上，綜閤攷慮影響城市道路交通的各箇因素，從評價指標的選取、評價標準的確定和評價體繫的組成等角度敘述建立城市道路擁堵評價體繫的具體方法，同時利用模糊綜閤評價法對道路擁堵體繫進行求解，併通過實例闡述該評價方法的具體應用過程，證明該方法的正確性。

In this paper, in view of the problem of urban traffic congestion, we considered comprehensively the various factors influencing urban road traffic, then from the aspects of the selection of the evaluation indexes, the determination of the evaluation standard and the composition of the evaluation system, etc., introduced the specific method for the establishment of the urban traffic congestion evaluation system, used the fuzzy comprehensive evaluation method to solve the traffic congestion system, and at the end used a practical case to demonstrate the application of the evaluation method and its effectiveness.
