本文在建立以公益性为核心的公立医院绩效评价体系的基础上,通过回顾我国公立医院财政补助政策与医保支付制度的发展历程,及对其存在问题的分析,根据公立医院年度绩效考核的得分,将医院绩效分为A、B、C、D四个等级,建立以绩效考核结果与政府财政投入、医保预算增量基金、医院工资总额挂钩的补偿机制,发挥绩效考核的指挥棒和经济杠杆作用,推进公立医院科学化、精细化、专业化管理,引导公立医院坚持公益性的办院方向。
本文在建立以公益性為覈心的公立醫院績效評價體繫的基礎上,通過迴顧我國公立醫院財政補助政策與醫保支付製度的髮展歷程,及對其存在問題的分析,根據公立醫院年度績效攷覈的得分,將醫院績效分為A、B、C、D四箇等級,建立以績效攷覈結果與政府財政投入、醫保預算增量基金、醫院工資總額掛鉤的補償機製,髮揮績效攷覈的指揮棒和經濟槓桿作用,推進公立醫院科學化、精細化、專業化管理,引導公立醫院堅持公益性的辦院方嚮。
본문재건립이공익성위핵심적공립의원적효평개체계적기출상,통과회고아국공립의원재정보조정책여의보지부제도적발전역정,급대기존재문제적분석,근거공립의원년도적효고핵적득분,장의원적효분위A、B、C、D사개등급,건립이적효고핵결과여정부재정투입、의보예산증량기금、의원공자총액괘구적보상궤제,발휘적효고핵적지휘봉화경제강간작용,추진공립의원과학화、정세화、전업화관리,인도공립의원견지공익성적판원방향。
A commonweal-centered performance evaluation system was established for public hospitals . The development process and problems were analyzed in financial subsidy policy and healthcare payment system for the public hospitals.Then the author proposed to divide public hospitals into four grades as A , B, C, D according to the annual performance evaluation scores .Thereafter , the reimbursement system will be established of govern-ment finance investment , incremental increase in healthcare budget , and total wage costs in public hospitals .Thus we can make use of performance evaluation results to promote the scientific , meticulous , and professional manage-ment of the public hospitals .
