产业集群发展对促进我国后发地区的经济增长具有突出的重要意义，产业竞争和市场失灵客观上要求后发地区政府在产业集群发展过程中扮演更为重要的角色。文章在总结政府行为与产业集群发展理论研究的基础上，从政府扶持的视角构建了后发地区产业集群发展模型，深刻揭示后发地区政府扶持与产业集群发展之间的复杂作用机理。同时，通过对海南省产业集群发展的案例剖析，进一步阐释后发地区政府规划扶持、建设扶持与当地产业集群发展的内在关系，指出后发地区政府可以从地理要素、资源要素、产业基础以及园区建设、政策建设等五个方面扶持当地产业，促进产业集群的形成、壮大和可持续发展。

The development of industrial clusters has an important significance to promote the economic growth for the underde-veloped regions. Industrial competition and the market failure require objectively local governments in underdeveloped regions to play a more important role in the process of industrial clusters development. Based on the summarization of government behav-ior and the theory of industrial clusters development,the study constructs the development model of industrial cluster in under-developed regions from the perspective of government support, and reveals the complex mechanism of action between govern-ment support and industrial clusters development. Meanwhile,the paper illuminates,based on case study of Hainan industrial clusters development, the intrinsic relationship among government planning support, construction support and local industry clusters development, and further pinpoint that local governments in underdeveloped regions can support local industries and promote the formation, growth and sustainable development of industrial clusters from five aspects:geographical element, re-sources element,industrial base,park construction and policy construction.
