中小学校际之间的不公平一直是教育领域的焦点问题。过往研究多持教育公平、组织公平视角,尚缺乏以工作生活于学校一线教师的感知视角。使用开放问卷收集工作和生活于不同学校的中小学教师对于校际不公平现象的描述,并通过对问卷文本的分析,归纳出教师所感知的校际不公平表现在资源不公平、机会不公平以及管理不公平三个维度。在此基础上,提出促进公平的一个思考框架,即促进管理公平,给学校以平等的对待;促进资源公平,给学校以平等的基础;促进机会公平,给学校以平等的发展。

Nowadays, inequity among schools is one of the serious problems in education. Although there is a lot of academic papers explored this problem based on the theories of educational equity, the theory of fairness in organizations, etc, the research about the inequity among schools lacks the perspective from the people who work in school every day.Using the open-ending questionnaire, this study explored the inequitable phenomena between schools based on the teacher ’s perception. The results showed that educational resources unfair, developing opportunities unfair and management unfair are the three main inequitable phenomena among schools. The research implications of this study are provided along with a thinking framework for promoting equity of schools, which includes promoting the equity in administration, resources and opportunity so that the schools are treated equally with common bases for the development.
