In order to prevent and control mountain torrent disasters and reduce the losses of disasters, Longhua county carries out the non-engineering measures project construction, such as monitoring and early warning system, improving the defense budget, broadcasting defensive knowledge, improving the consciousness of people to prevent and avoid disasters. This paper analyzes the measures and results of the project construction and puts forward suggestions.
