开放大学学习资源建设，必须根据其特定的学习环境和其特定的学习对象，设计有效的学习资源。有效学习资源是教师基于对学习者的学习条件和学习需求、对课程学科体系和内容以及学习媒体进行相应的分析后，通过教学设计，运用现代教育信息技术提供给学习者的符合教育、教学原理，能够满足课程教学要求，有助于学习者学到更多、更牢固、更核心课程内容的学习资源。

The construction learning resources of the Open University must be aimed at its specific learning environment and its specific learning objects, focusing on the effective learning resources. Basing on the analysis of learners＇ learning conditions and their needs, teachers designing effective learning resources should analyze the system of discipline and curriculum, conduct academic study on the learning content and the learning media, and through teaching design and applying modern educational information technology provide learners with learning resources which are fit for the education and educational law, and which can meet the teaching requirements and help learners to expand the knowledge comparatively and learn more from the learning resources, more solidly and more effectively.
