介绍了秦皇岛市城镇化的发展历程，对秦皇岛市目前的城镇化建设的现状进行了分析并指出了实施中存在的主要问题包括城镇化水平滞后于工业化进程及经济发展速度，第三产业相对滞后；城乡二元经济结构明显；县域城镇化发展严重滞后。通过总结国内外城镇化建设的经验，最后结合秦皇岛市实际，提出加快城镇化进程的建议：以工业化为核心，积极调整产业结构；加快第三产业，特别是服务业的发展；加大县城、中心镇和小城镇建设力度；完善政策体系、创新政策机制，营造城镇化发展良好环境。

This paper firstly introduces the development course of the urbanization of Qinhuangdao. Then it analyzes the current situation and points out the main problems existing in the implementation process, such as the urbanization level lags behind the process of industrialization and the speed of economic development, the third industry developing relatively slowly; the dua/structure of is obvious; and county-level urbanization lags far behind. This article summari- zes the experience of urbanization construction at home and abroad, and combined with the reahty, the suggestions to speed up the process of urbanization in Qinhuangdao are put forward, such as taking industrialization as the core, actively adjusting industrial structures; speeding up the development of the third industry, especially service industry; strengthening the construction power of the central towns and the counties; perfecting policy system and innovating policy mechanism so as to form a good environment for the development of urbanzstion.
