资金短缺不但限制了农民专业合作社自身业务和规模的拓展，也制约了其产业辐射带动能力的提升。由于合作社内部治理结构不合理、财务制度不健全、盈余分配机制不完善等问题，提出应进一步完善合作社内部治理结构，科学设定利益分配制度，引入外部监事以及允许有条件的合作社开展信用合作和资金互助等，为合作社融资打下坚实基础。
