中央公益性地质调查队伍高层次科技人才建设存在的问题有:机制不够完善,不利于人才培养;政策不配套,不利于人才引进和培养;野外地质调差条件差,有损人才身心健康。借鉴国内相关行业及美国地质调查局高层次科技人才的培养经验,提出建议:建立高层次人才标准体系,完善人才考评制度;发挥高校、科研院所人才培养基地的作用,推进产、学、研结合;提高野外一线高层次人才的福利待遇,改善地质勘察一线人员的生产生活条件;争取国家政策支持,加大高层次科技人才引进和外培力度。

This paper ifrst analyses the problems unsolved in the construction of talented high level personnel for the central public geological survey team, such as not perfect management mechanisms which have become obstacles to the development of personnel training; there are no enough supporting policies to match the needs of the introduction and training of the talents; the condition for ifeld geological survey is poor which has undermined the physical and mental health of the talents. On account of this, this paper, drawing on high-level scientiifc and technological personnel training experiences from domestic industry and the U.S. Geological Survey, proposes that we must establish high-level personnel standards system, improve the system of talent evaluation. At the same time, we should play the role of the universities and research institutions as the high level talented person cultivation base, and then promote the combination of production, learning and research. In addition, the beneifts and working and living conditions of high-level talents who are engaged in ifeld work must be improved. We also try to gain the policy support from the government and increase the introduction of high-level scientiifc and technological talents.
