十八届三中全会提出创新社会治理，在社会治理各项事务中辅助警察发挥着非常重要的作用。建设辅警队伍体现创新社会治理的深刻内涵。建设辅警队伍是创新社会治理的有效形式。但当前辅警队伍存在法律地位缺失、公权私用乱象频发、统一的招录制度缺失、教育管理制度缺失、待遇晋升制度匮乏的现实问题，需要通过明确法律地位、确定法律职责、法制化准入机制、教育管理、待遇发展，实现创新社会治理背景下的辅警法制化制度建设，构建和谐警民关系。

The third plenary session of the 18th Central Committee of the Communist puts forward the inno-vation of social governance and the assistant-police plays a very important role in social affairs. The con-struction of the assistant-police testifies the connotation of the innovation of social governance, and also is an effective form of innovation of social governance. But currently, there are a lot of problems in the assis-tant-police team, such as being lack of legal status, private chaos in public powers, lack of the unified re-cruiting system, lack of educational management system and promotion system. In order to develop the legal system construction and innovation of the assistant-police under the background of innovation of social gov-ernance, and make the harmonious relationship between the police and the public, we should build a clear legal status and legal responsibilities, legalization access mechanism, the legal system education manage-ment, and the development of the treatment.
