当前开放教育资源的数量日益攀升,但学习者的资源利用意识和能力却令人忧心。长此以往,很有可能出现“开发有余,利用不足”的问题。因此,学校既要注重开放教育资源的开发,也要着力培养和提高资源利用意识和能力。开放教育资源利用率不高,既有学习者自身的意识和能力问题,也有外界的引导问题。树立正确的资源观、培养资源利用意识、提高资源利用能力、严格质量监控和加强宣传推广是提高开放教育资源利用率的有效途径。
噹前開放教育資源的數量日益攀升,但學習者的資源利用意識和能力卻令人憂心。長此以往,很有可能齣現“開髮有餘,利用不足”的問題。因此,學校既要註重開放教育資源的開髮,也要著力培養和提高資源利用意識和能力。開放教育資源利用率不高,既有學習者自身的意識和能力問題,也有外界的引導問題。樹立正確的資源觀、培養資源利用意識、提高資源利用能力、嚴格質量鑑控和加彊宣傳推廣是提高開放教育資源利用率的有效途徑。

Open education resources are increasing substantially, while the learner’s consciousness and capability of resources utilization are disappointing. If things continue this way, we may soon face the problem of “overdevelopment, underutilization”. Therefore, the schools should not only emphasize the development of open education resources, but also the cultivation and enhancement of the consciousness and capability of resources utilization. The low utilization rate of open education resources is the result of the learner’s lack of consciousness, capability and external guiding. There are effective ways to increase resources utilization rate, including adopting positive education resources outlook, cultivating resources utilization consciousness, enhancing resources utilization capability, strengthening quality control and enhancing publicity and promotion.
