本文采用1985—2008年30个省市自治区的相关数据,验证农业贷款对农业经济增长的贡献,测算我国总体金融和农村金融的发展差异,并运用金融扭曲度指标测算农业受到金融排斥的程度。研究表明：农村金融对农业发展的作用显著但其支持力度不够;农业在金融发展过程中受到明显排斥。本文认为,应在坚持金融市场化改革的大环境下,构建多元化的农村金融体系,形成合理的农村业务分层,建立成本收益和比较优势相结合的竞争结构。

In this paper,based on data of 30 provinces during 1985—2008,we verify the contribution of agricultural loans to agricultural economy development,and test the differences between overall domestic finance and rural finance,and measure the degree of finance exclusion effect on agriculture through financial distortion indicators.We find that,the contribution of rural finance to support agricultural development is significant but far not enough,and agriculture is excluded obviously in the process of finance development.We conclude that,to solve the finance exclusion effect on agriculture,we should build a diversified rural financial system in the financial market reform environment,and establish reasonable rural finance layer,and create a competitive structure which combines cost-benefit and comparative advantages.
