With employment of MTLAB program,in this article based the principal component analysis and RBF neural network,a hydropower project costs estimation module was established.Examples had demonstrated that this method could efficiently estimate the initial-stage costs of construction project in a more rational,accurate way,therefore,rendering enterprises and decision makers an intellective a costs estimation method.
