正确认识庭前会议制度的程序定位和价值导向，是科学构建和完善该项制度的基本前提。从程序定位上讲，庭前会议既不是庭审程序，也不是公诉审查程序，而应该是庭前准备程序的核心组成部分。从价值导向上讲，庭前会议应当以防止庭审法官预断、促进司法公正为第一位的价值目标，而效率只是庭前会议制度价值体系当中不可或缺的必要补充。这两者的明确，对于庭前会议各项具体制度的构建与完善具有重要的指导意义。

It's the basic premise of establishing and improving scientifically the pretrial conference system to understand its procedure-location and value-orientation correctly. From the procedure-location perspective, the pretrial conference is neither a trial program, nor a review prosecution procedure. It should be the core component of pretrial preparation program. From value-orientation perspective, the pretrial conference should prevent the judge from prejudging and promote justice which is the first target value of pretrial conference. The efficiency value is only the indispensable complement in the pretrial conference value system. It is of directive significance for the construction and improvement of many concrete systems to define the procedure-location and value-orientation of the pretrial conference system clearly.
