河南省在“十一五”末期已变成了能源净输入省。通过对河南省能源状况的分析，得出远期河南省内资源将无法保证经济快速发展的需求，并结合全国煤电基地建设和特高压电网规划，提出河南能源供应应坚持“输煤输电并举”的发展思路，河南电网也将由“依靠自身三大煤电基地打造大送端电网”转变为“大力依托区外国家大电源基地建设和特高压电网发展来建设自身电网”。未来要规划好河南省新的输电通道，做到外电落得下。

Henan province turned into a net energy importer at the end of the period of the ＂Eleventh Five-Year Plan＂（2006-2010）. Based on an analysis of the energy situation in Henan province, this paper states that the resources from within the province will not be able to meet the demand of the rapid economic development for energy. Considering the construction of the coal-fired thermal power generation bases and the UHV power grid planning across the country, the paper proposes that the energy supply in Henan province should adhere to the principle of ＂equal attention to coal transportation and power transmission＂, and that the Henan Power Grid should transit away from the strategy of ＂relying on the three mega coal-fired power generation bases of the province to build a mega power exporting grid＂ towards the strategy of ＂vigorously relying on the country＇ s power generation bases construction outside the region and the development of the UHV power grid to build and improve its own power grid＂.
