得益于其较为优越的地理位置和气候条件,巴西已成为全球重要的烟叶生产与出口国,随着跨国烟草公司的进入,国内烟叶与卷烟市场也逐渐趋向多元化发展,卷烟价格在政府多次提高税率之后也随之增长。为了抑制卷烟消费,政府还出台了卷烟零售价格的最低限价。在公共卫生政策方面,政府计划出台香味烟禁令以达到其控烟之目的。
