The current situation and measures in railway construction management of railway near the lines in operation are introduced.Some unacknowledged parts of current management system about how to operate are pointed out and practiced.The standard management method to ensure the running safety of the railway and reduce the influence of construction on normal transportation is proposed.Furthermore,the research results can provide reference for standardized construction of engineering near the operating lines.
