党风廉政建设责任制是高等学校深入开展党风廉政建设和反腐败斗争的客观需要,是从源头上预防和治理腐败的重要举措,是促进高等教育事业发展的重要保证。高等学校对落实党风廉政建设责任制重视程度不够,思想认识不到位;制度不健全,责任不明确;监督乏力,检查考核流于形式;责任追究难落实,责任制形同虚设。因此,高等学校落实党风廉政建设责任制必须健全责任制落实机制,完善配套制度;加强宣传教育,推进责任制深入人心;丰富和完善责任内容,健全责任网络;构建监督制约长效机制,确保责任制真正落实到位;完善责任制检查考核体系,强化责任追究。
