黄河防洪工程是黄河治理的重要组成部分，防洪工程质量管理在黄河防洪工程建设管理中是重点也是难点，质量控制措施得力与否，将直接影响工程建设质量。文中结合黄河防洪工程建设的特点，从工程设计、招标投标、项目实施、验收四个阶段就工程建设质量控制分别进行了探讨，以期对今后黄河防洪工程建设质量管理有所帮助。
