　　土地资源是重要的生产资料，它的发展变化，一方面影响全球环境的变化，另一方面是人们赖以生存和发展的基础。人们迫切期望能快速、客观、准确地监测土地利用状况，因为它可以间接影响全球环境的变化。遥感技术具有宏观性、实时性、周期性及综合性等特点，可以实现土地资源科学管理，及时掌握变化信息，它的成败与否直接关系到国家重大经济规划与政策制订。

The land resources are important means of production, its change and development not only affects the change of global environment, but also is the foundation of people's survival and development. Remote sensing technology with its characteristics of macroscopical quality, timeliness, periodicity and integrated, it can realize the scientific management of land resource, master the change information. Its success or failure is directly related to the national economic planning and policy making.
