残疾人教育和特殊教育是两个不同的概念,二者不能等同。残疾人并不是全部需要特殊教育,其教育方式主要是普通教育;特殊教育的对象不只限于残疾人,其发展趋势是面向有特殊教育需要的儿童。国际上,通过推广全纳教育和制定专门的法律法规来保障和促进残疾人教育与特殊教育的发展。对我国发展残疾人教育与特殊教育的思考:保障残疾人的受教育权,尊重残疾人的自主选择权;营造有利于残疾人公平受教育的环境;建立开放运行的特殊教育体系。

The disabled education and the special education are two different concepts. Not all the disabled require special education, their main way of education is general education;the object of special education is not limited to the disabled, its development trend is geared to the children who have special education needs. Through promoting the inclusive education and formulating special laws and regulations, many countries in the world try to safeguard and promote the development of education for the disabled and special education. The authors give some suggestions on the development of disabled education and special education in China:guaranteeing the right to education and respecting the option of the disabled;creating a fair education environment for the disabled;building an open operation system of special education.
