This paper puts forward enterprise innovation framework and model on information basis by studying and analyzing global theories of science and technology innovation under the support of information. Therefore, it gives construction of science and technology innovation system and system framework of science and technology management information on the basis of Shenhua model by summarizing and analyzing the characteristics of Shenhua model and science and technology innovation, which plays the role of"strategic resources integration, business process controlling and information intelligence analysis","three platform"to realize management improvement of four field and nine science and technology management business.
