20世纪50年代，毛泽东在不断总结经验的基础上，逐步形成了较为丰富的反腐倡廉思想。他主张对党政机关中存在的腐败行为要给予严厉惩处，绝不姑息；他要求领导干部在反腐倡廉建设中要以身作则，发挥示范和带头作用；针对政权建设面临的新形势，他领导党和国家初步建立起预防和惩治腐败的基本制度。毛泽东的反腐倡廉思想和实践对于加强新形势下党的建设和干部队伍建设具有重要的借鉴价值。
