This paper introduces the main content of the new Rules of Hazard Analysis and Risk-Based Preventive Controls for Human Food of the United States, which aims to build a future food safety system to implement scientiifc control regulations based on modern, and risk-based preventive controls for all food systems. It also discusses and proposes the suggestions of reference and the countermeasures through the comments of WTO on the Rules, analysis of the common and difference of HACCP, as well as the impact and effect on the enterprise with exporting business to the U.S.
