我国海洋环境问题与陆地环境问题相比，具有特殊性、多变性、复杂性特点。海洋环境的管理主体具有多元化、主体间关系的复杂化、利益诉求的多样化、管理模式管理手段的碎片化等“非整体性”特征。现实的海洋环境已经遭到破坏，解决的关键是管理主体整体性思维的运用。整体性思维方式要求人们要坚持海陆一体观、整体利益观、管理手段、主体的联动作用等解决问题。
我國海洋環境問題與陸地環境問題相比，具有特殊性、多變性、複雜性特點。海洋環境的管理主體具有多元化、主體間關繫的複雜化、利益訴求的多樣化、管理模式管理手段的碎片化等“非整體性”特徵。現實的海洋環境已經遭到破壞，解決的關鍵是管理主體整體性思維的運用。整體性思維方式要求人們要堅持海陸一體觀、整體利益觀、管理手段、主體的聯動作用等解決問題。
아국해양배경문제여륙지배경문제상비，구유특수성、다변성、복잡성특점。해양배경적관리주체구유다원화、주체간관계적복잡화、이익소구적다양화、관리모식관리수단적쇄편화등“비정체성”특정。현실적해양배경이경조도파배，해결적관건시관리주체정체성사유적운용。정체성사유방식요구인문요견지해륙일체관、정체이익관、관리수단、주체적련동작용등해결문제。
Compared with Chinese land environmental problems, our marine environmental problems have following main characteristics: particularity, variability, complexity and so on. Government subjects diversified, the subjects’ relationship complicated, different subjects’ interest demand diversified, the government modes and government means fragmented, and other “Non-Entirety” features are main characteristics of our marine environmental management. To meet the reality of serious damage of our marine environment, the key solution is to make use of the thought of government subject entirety. The pattern of entirety thought requires us to adhere to the integration concept on coastal and terrestrial, wholeness profit concept, management means, linkage effects among the government subjects to government the marine environmental problems.
