明代海澄督饷馆设置于何时？学术界众说纷纭，莫衷一是。由靖海馆、海防馆的终止时间和知府佐贰官执掌督饷两个切入点，依据张燮的《东西洋考》等可信度较高的史料，可以推导出督饷馆的始置时问当在万历二十六年（1598年）。

The academic field hasn＇t come to a conclusion about the exact time to set up the ＂Tariff Supervising Bureau＂ in Haicheng in the Ming Dynasty. It can be inferred that the initial time should be the 26th year of the reign of＂Wanli＂ （in 1598） based on the ending time of＂Jinghai Bureau＂ and ＂Coast Defense Bureau＂, the fact that the bureau was in the charge of the tariffofficials and some credible historical works such as Zhang Xie＇s Research of the East and the West.
