资源型产业发展必须进行有效的法制模式创新。资源型产业发展法制创新模式由产业发展战略、资源消耗和消费制度、资源型产业管理规范、资源型产业技术创新机制、资源型产业和环境协调机制等密切相关的核心要素构成。资源型产业发展法制创新模式最本质的特征包括不以牺牲珍贵的资源以及环境为代价,依法建立符合我国工业化过程的资源消耗和消费模式,淘汰落后产能、促进产业结构升级,发展循环经济,实现经济、社会、资源和环境的协调发展。株洲市资源型产业发展法制模式创新,应完善产权结构,强化资源型产业发展基础;科学制定发展规划,提升资源型产业创新能力;采取多维并重的法制措施,为资源型产业发展提供有力支撑。
