随着我国法制化进程的加速，公安机关刑事执法办案面临更高的要求，但基层公安机关在刑事执法过程中存在诸多问题。这些问题的发生，是刑事执法人员法律意识、证据意识、程序意识淡薄，思想认识错误、业务能力有待提高等个体因素和当前的刑事执法办案体制、考核机制不合理等制度方面的因素共同作用的结果。
隨著我國法製化進程的加速，公安機關刑事執法辦案麵臨更高的要求，但基層公安機關在刑事執法過程中存在諸多問題。這些問題的髮生，是刑事執法人員法律意識、證據意識、程序意識淡薄，思想認識錯誤、業務能力有待提高等箇體因素和噹前的刑事執法辦案體製、攷覈機製不閤理等製度方麵的因素共同作用的結果。
수착아국법제화진정적가속，공안궤관형사집법판안면림경고적요구，단기층공안궤관재형사집법과정중존재제다문제。저사문제적발생，시형사집법인원법률의식、증거의식、정서의식담박，사상인식착오、업무능력유대제고등개체인소화당전적형사집법판안체제、고핵궤제불합리등제도방면적인소공동작용적결과。
With the development of China＇s legal system, the basic public security organs face the increasingly high requirements in the investigation of crimes. But there are many problems in the process of the investigation of crimes. The occurrence of these problems is due to the investigators＇ weak consciousness of law, evidence, procedure, misunderstanding the law and so on. In addition, it is attributed to the current investigation system and unreasonable evaluation mechanism.
