改革的深入不能简单等同于国家职能的退出。国家具有产权界定、保障与契约实施的核心职能,降低交易费用;通过权力重新分配资源直接获取收入的延伸职能,增加交易费用。延伸职能是支持核心职能履行的基础,一旦膨胀就会危害＂斯密动力＂的扩展。改革的目标是一种结构性变革,限定国家的延伸职能,提升履行核心职能的国家能力。改革的深化不应盲从于＂小政府＂抽象理念,应以＂强政府＂为标杆,果断从延伸职能退出。
개혁적심입불능간단등동우국가직능적퇴출。국가구유산권계정、보장여계약실시적핵심직능,강저교역비용;통과권력중신분배자원직접획취수입적연신직능,증가교역비용。연신직능시지지핵심직능리행적기출,일단팽창취회위해＂사밀동력＂적확전。개혁적목표시일충결구성변혁,한정국가적연신직능,제승리행핵심직능적국가능력。개혁적심화불응맹종우＂소정부＂추상이념,응이＂강정부＂위표간,과단종연신직능퇴출。
The national function cannot be reduced with the strengthening of reform.The state has the core function of defining property rights,protection and implementation of contracts,which can reduce transaction costs;while the extended function to resource in order to directly obtain income can increase transaction cost.Extended function is the basis of supporting implementation of core function,once expanded it will harm the expansion of ＂Smithian Dynamics＂.Reform should be structural to limit the extended function of state and promote the national stability on implementing core function.The deepening reform shall follow ＂formidable government＂ and withdraw from extended function decisively instead of following the Abstract concept of ＂tiny government＂.
