中国梦的出发点和落脚点是人民幸福，人民幸福不仅来自个体的内在感受，而且还会受到社会制度的影响和制约，没有社会制度的健全与完善，人民幸福的中国梦也很难实现。通过以改革开放后我国政治体制改革为依托探讨国家制度完善对人民幸福产生的影响，可以为中国的政治体制改革和人民幸福梦的实现提供有益的启示。

The starting point and the foothold of China dream is the happiness of the people,people′s happiness comes not only from the inner feelings of individuals,but also influenced and restricted by the social system,the social system is not per-fect,people′s happiness is also very difficult to achieve the dream of China. After the reform and opening up,by the China′s po-litical system reforming as the basis,it is possible to explore the national system influence on the happiness of the people,to provide beneficial inspiration for the realization of China political system reform and the happiness of the people dream.
