借鉴国外技术转移中心构建和运行的成功经验，围绕北京新型种业体系和“种业之都”的发展定位，研究了种业科技成果托管平台建设与运行的思路框架，设计了种业科技成果托管平台多元服务、对接增值和引导调节三大功能，提出了初创、成长和成熟不同阶段种业科技成果托管平台的构建模式，构建了平台运行的信息联通、服务增值和强化激励三大机制，提出了促进种业科技成果托管平台运行的保障措施，试图为推动种业科技体制改革和机制创新提供决策参考。

Seed industry is China’s strategic, basic core industry. To contrast hosting and trading platform of science and technol-ogy achievements is the inevitable requirement for the development of modern seed industry, to promote the achievement of seed science and technology information sharing, resource exchange and market transaction, which is of great significance to improve the seed sci-ence and technology achievements transformation and industrialization level. According to the successful experience of construction and operation for foreign technology transfer center, based on the new seed system and the “seed capital” of the development in Beijing, the paper refers to the framework of construction and operation for hosting platform of science and technology achievements in seed in-dustry, designs three functions such as multi-service, docking value-added and guide for the hosting platform, puts forward the mode for the hosting platform during the start-up, growth and maturity stages of construction, builds three mechanisms such as information, value-added service and strengthening the incentive for the platform, puts forward supporting safeguard to promote seed technology tube platform, tries to provide reference for promoting the reform of seed industry science and technology system and the innovation of its mechanism.
